This is the Directorate which is in charge of all the revenues and expenditures of the council. To be able to manage the city revenues and finances effectively and systematically, the city treasury operates an annual budget that covers a ‘financial year’ (July 1-june 30).

The city budget is a consolidation of all the budgets of the 5 divisions with that of the head office.

Because Kampala is the capital city of Uganda, its budget lays emphasis on national ‘priority areas’ that include infrastructure, poverty alleviation, education, primary health care, sanitation and environmental protection. The main revenue sources of the council are divided into three categories namely, local, government grants and external funding. Local revenue is raised from property rates, ground rent, business licenses, taxi operations, street parking, markets, building plans and outdoor advertising.
