To ensure that the development in the city is organized and does not exert stress on the existing functioning infrastructures, the planning and land management department takes care of the overall planning of Kampala city. It works hand in hand with the city engineering department because their respective activities are inter related. The planning and land management has five major functions to carry out:
1. Town Planning: under this section fall the following functions:

Forward planning or preparation of detailed city planning schemes; piecemeal planning; action plans; research and demographic analysis.
Land subdivision, development and consolidation; re-zoning and change of user/title holder; processing of building plans; processing of land development applications.
2. Surveying and land management: the functions of this section are to:

Control surveys in Kampala district
Maintain up to date survey records.
Delineate areas identified for social infrastructure services/utilities.
Update digital maps.
Supervise land administration (land records and land information systems).
Establish survey control stations to facilitate accurate surveying.
Handle land disputes.
3. Development control: functions that fall under this section are to :

Receive and circulate building plan applications.
Participate in the physical setting of buildings on sites to ensure conformity with approved plans.
Monitor building construction.
Inspect business premises for licensing.
Enforce building rules and regulations.
4. Mailo office: Under this section fall the following tasks:

Registration and regulation of mailo land interests.
Issuance of mailo land title deeds.
Instituting court action on title deed frauds.
Vetting land titles in the course of searches
5. Population services: under the technical supervision of the planning & land management department, but administratively reporting to the town clerk, is the district population office. The overall function of this section is the monitoring of the population of Kampala district and the contributing factors. It does this by:

Collecting population data.
Analysis such data for planning purposes
Monitoring, co-coordinating and evaluating Kampala district population development projects and programs.
Evolving a district population plan.
Identifying areas of concern, which could adversely affect the quality of life and standards of living.
Holding sensitization seminars and workshops on population awareness.
